Hampton weighs adult-oriented business ordinance

HAMPTON - The city moved toward ordinances Tuesday evening that would regulate adult-oriented businesses and confine the shops to a specific area of town.

Following a public hearing members of the City Council passed the first reading of a proposed ordinance that would set up guidelines and the second reading of a proposed ordinance that would allow adult businesses in the heavy industrial district.

The first ordinance was amended to include novelty shops.

Only two people spoke during the hearing.

Jan Blood of Hampton said she doesn't want adult-oriented businesses in the city at all. City Manager Ron Dunt and Councilman Pat Palmer, however, noted by law the city cannot prohibit such enterprises.

Karen Mitchell, director of the Franklin County Development Association, said she doesn't approve of the ordinances but understands city leaders want to protect neighborhoods, schools and other areas.

She also wanted the community to know the association will not pursue adult-oriented businesses for the industrial district if the two ordinances are ultimately approved.

Ordinances ordinarily require three readings before becoming part of city code. The next City Council meeting will begin at 5:30 p.m. Aug. 12.
