PARKERSBURG - A Friday night incident of looting at the tornado site is an isolated incident, according to Butler County Sheriff Jason Johnson.
Lloyd Bonjour, 68, was arrested shortly after 7:30 p.m. for fourth-degree theft.
According to authorities, Bonjour lives in Dows, which is about an hour away from Parkersburg. He was spotted removing items from a storm damaged house.
"This was a very isolated incident," Johnson said.
He said looters and scam artists won't be tolerated in Parkersburg.
"These people have been through enough, and we're not going to allow them to be victimized," Johnson said.
He said Bonjour was seen taking items from a Parkersburg house that had been hit by the tornado.
Neighbors thought he looked out of place because they didn't recognize him and called officers, Johnson said.
Bonjour was on the property and had placed furniture, a computer monitor and television off to the side, Johnson said.
The city has an 8 a.m. to 6 p.m. curfew during recovery efforts, and residents entering the city after hours are asked to call 319-346-1511 to arrange for a law enforcement escort through the National Guard checkpoints, Johnson said. He said returning residents will need a photo ID and an address.
Bonjour has prior run ins with the law. In 2006 and 2007, he was cited by the city of Dows for having more dogs than allowed by ordinance, according to an Iowa court database.
He was also arrested in 2000 for manufacturing marijuana. In court, he argued he should be allowed to use marijuana because he suffers from AIDS, and the drug counteracts the side effects of his medications.
The case went to the Iowa Supreme Court.
