State says schools can't charge for field trips
BURLINGTON (AP) - School districts are being told by state education officials they are not allowed to charge additional fees for student activites and field trips that take place during the school day.
For years, parents around Iowa have been asked to provide money for such activities. But the Iowa Department of Education says in an order this month to school districts the practice is not allowed under Iowa law.
State law says field trips are part of a class or instruction, and the fees fall under tuition and are not an allowable fee. Activities even more clearly related to curriculum, like a bowling unit for physical education, also cannot pass along costs to students.
In addition, the state law says that if the field trip is not related to what's going on in the classroom, it should not take place during one of the school's 180 days of instruction.

SE Iowa manure leak
kills thousands of fish
NEW LONDON (AP) - State environmental officials are investigating a fish kill near New London in southeast Iowa.
The Iowa Department of Natural Resources says the fish kill is believed to have been caused when a hose ruptured as a dairy operation owned by Dalarna Farms was pumping manure. The incident was reported late Saturday.
Officials say the manure flowed into a ditch and then an unnamed tributary before reaching South Big Creek.
Investigators will do an official assessment of the dead fish today. They expect the total number of dead fish to reach into the thousands.
