DES MOINES -- Key lawmakers said the House and Senate have reached agreement on a plan to raise vehicle registration and title fees to help pay for road projects.
Sen. Tom Rielly, D-Oskaloosa, who serves as chairman of the Senate Transportation Committee, said the plan they are proposing would provide roughly $125 million additional dollars for roads by 2012.
"We've got to start. We can't wait any longer," Rielly said.
State transportation officials have identified a $200 million annual funding shortfall for road projects.
Since the shortfall was announced, lawmakers have been looking for a way to make up the difference.
The plan would mean vehicle owners pay a registration fee based on the weight and value of the vehicle for an additional two years before registration fees drop to a flat fee.
Regular pickup truck fees would be based on weight and value like cars and other vehicles, beginning with model year 2010 and later.
Owners of motor vehicles registered before January 1, 2009, would not pay more than they currently do in registration fees, although the fees would apply when vehicles are transferred.
Under the plan, title fees would increase from $10 to $20 and salvage title fees would increase from $2 to $10; trailer fees also would rise.
Rielly said the Senate will scrap an increase in driver's license fees to match the House plan.
PERSONAL INFORMATION SECURITY -- The House and Senate continue to work on a bill that would require businesses and government entities to notify customers when personal information has been compromised.
The two chambers agreed to delete a provision dealing with penalties for government officials who mishandle personal information. The bill's co-sponsors said the provision was so general that officials could be prosecuted for doing everyday business.
Sen. Steve Warnstadt, D-Sioux City, said the intent of the bill remains the same.
"Under present law, there's no responsibility on the entity responsible for securing personal data to notify people when there's a breach," he said.
The Senate unanimously passed the revised bill Wednesday and sent it back to the House.
