Riverloop plan tops council agenda

WATERLOO -- The Greater Cedar Valley Alliance economic development group may be asked to create a business plan for the downtown Riverloop Expo.

City Council members are scheduled Monday to vote on an agreement with the organization to prepare the plan for the two-block outdoor exhibition area nearing completion near the Five Sullivan Brothers Convention Center. The council previously earmarked $5,000 in discretionary hotel-motel tax revenue to pay for the business plan.

Mayor Tim Hurley conceded the plan to operate the city-owned Riverloop Expo was overdue.

"We've got a space that's going to be complete this year and people are going to wonder, 'Who do we go to?'" Hurley said.

Councilman Bob Greenwood noted the area might be a prize location for weddings next spring, meaning plans must be developed soon so the area can be booked.

Other scheduled council business includes:

A public hearing and bid opening on rental of three motor graders for snow removal this winter.

Approval of an enterprise zone application to the Iowa Department of Economic Development that would provide state tax incentives to Black Hawk Contracting and Development's planned construction of seven affordable homes on Beech, Madison and Monroe streets.

The meeting is scheduled for 5:30 p.m. Monday in the council chambers on the second floor of City Hall. Committee meetings include: Human Resources, 4:20 p.m.; Public Works, 4:25 p.m.; Finance, 4:30 p.m.; and a council work session on flood-related issues, 4:45 p.m.
