CEDAR FALLS - A pair of measures to address concerns about flooding made the agenda for the City Council meeting Monday.
The first deals with financial help for the Sturgis Falls and Cedar Basin Dixieland Jazz festivals, celebrations that will lose money with scaled back versions announced earlier this week.
The second measure would employ InVision Architecture to help assess damage and evaluate options for the public works complex that flooded last week.
The architectural firm designed and provided construction services for the truck storage facility and office space. If approved by the council, the city would contract with InVision on an hourly basis.
The festivals were greatly restricted after most of the parks that host events were damaged by high water. In addition, the city is working on flood recovery efforts, and the major festivals would put additional burden on personnel and equipment already in use.
In a memo to the mayor and council, Administrative Services Director Richard McAlister proposed using emergency escrow funds from the city and tourism board to reimburse the festivals' costs.
"The festivals have incurred significant front-end expenditures to hold the events. By cancelling many of the events scheduled these expenditures cannot be recovered, thus placing the festivals in a position of financial hardship," McAlister wrote.
The City Council will meet at 7 p.m. at City Hall, Second and Clay streets.
In other business, the council will vote on a joint study of the University Avenue corridor through Cedar Falls and Waterloo.
The $200,000 survey will be performed by EarthTech. Federal funds will cover 80 percent of the cost, while the Iowa Department of Transportation would pick up 13 percent.
Waterloo and Cedar Falls would each pay 3.5 percent, or $7,000.
