Council takes up big downtown project

WATERLOO - A major east side residential-commercial redevelopment project is on Monday night's City Council agenda.

Council members will consider a rezoning request by Cedar Valley Restoration and Development for what is called Water Street Flats and Rowhouses. The project is in the 900 block of Water Street along the east bank of the Cedar River.

Cedar Valley Restoration is a company of developer David Deeds.

Plans propose "a mix of row house, flats and other condo development, as well as residential and commercial mixed-use buildings" on land being acquired from the city as part of the Riverfront Renaissance, city planner Aric Schroeder wrote in a memo to Mayor Tim Hurley and council members.

The property previously had a mix of commercial and industrial buildings.

"The development will create a variety of diverse riverfront housing types in an urban living environment where residents are located in close proximity to many amenities, such as direct access to the riverfront, the river walk loop and trail system," which are elements of the Rivefront Renaissance downtown redevelopment plan, Schoeder added.

"The proposed development will have a positive impact on the neighborhood by causing a major revitalization and spark new investment in the surrounding neighborhoods," Schoeder also wrote.

The Waterloo Planning, Programming and Zoning Commission unanimously recommended council members approve the rezoning request.

In a related matter, council members will also consider an agreement with Cedar Valley Restoration and Development to use the former Flaherty's Bar building, 820 Sycamore St., for an office and construction staging area during construction of the redevelopment project. The city owns the property.

In other business, council members will consider:

- Three-year labor contracts with all five of the city's collective bargaining units. The contracts, already ratified by the unions, call for pay raises of 3, 3.5 and 4 percent each of the agreements' three years, plus higher employee health insurance premiums, deductibles and coinsurance contributions.

- A rezoning request from Jean Merrick for the former Reber Avenue Grocery and Dave's Auto Parts building at Reber and Euclid avenues for professional offices and neighborhood commercial uses to make the property more marketable.

The council meeting will begin at 5:30 p.m. in the council chambers at City Hall. Council committee meetings are: Human Resources, 4:50 p.m.; Public Works, 4:55 p.m.; and Finance, 5 p.m.
