Council to discuss new lease for ATV group

WATERLOO -- The organization managing the all-terrain vehicle riding trails in the Riverview Recreation Area is looking to extend its lease and expand its riding and parking area.

Waterloo City Council members are scheduled Monday to consider a new 20-year lease for the city property in the former Mitchell Avenue sand pits to Trailblazers Inc., a nonprofit organization that maintains the trails and operates the current trails for ATV and motorcycle users.

Trailblazers, which receives financial support through the Iowa Department of Natural Resources' off-roads vehicle registrations fees, had been operating under a 15-year lease approved in 1998. The lease extension was requested by the IDNR in conjunction with additional funding to expanding the parking area and create additional trails on roughly 20 acres northwest of the current leased ground.

That project is in the area of the old boat ramp, at the east end of Hawthorne Avenue, and will include cleaning up litter and debris in that area of the park. No rent is required for the Trailblazers to use the property for the trails.

Other scheduled council business includes:

-- A $112,800 contract with Prairie Construction Co., of Waterloo, for the east concession area renovation at Riverfront Stadium. The project is being funded with general obligation bonds, repaid with property taxes, and is part of an overall plan to renovate the baseball stadium in Cedar River/Exchange Park.

-- A $46,000 change order increasing the cost for construction of the $4 million Phelps Youth Pavilion addition to the Waterloo Center for the Arts.

The meeting is scheduled for 5:30 p.m. Monday in the council chambers on the second floor of City Hall. Committee meetings, held before the regular meeting, include: Public Works at 4:35 p.m.; Finance at 4:45 p.m.; and a full council work session, 5 p.m.
