Council to apply for home repair dollars

WATERLOO -- The city may once again seek gaming revenue to help low-income homeowners with emergency repairs.

Noel Anderson, director of Community Planning and Development, on Monday will ask the Waterloo City Council to approve an application to the Black Hawk County Gaming Association. The request will be for $100,000 for emergency home repairs handled by the Community Development Board.

The gaming association, which holds the license for the Isle Casino Hotel Waterloo, receives 5.75 percent of gambling revenues to award as grants. Last year, the gaming association gave the city $80,000 for emergency repairs.

Community Development traditionally budgets a share of its federal block grant dollars for emergency repairs. Those would include, for example, repairing a furnace for a low-income resident in the winter. But the money rarely lasts more than half of a year.

The gaming association awards money quarterly through a competitive grant process.

Other scheduled council business includes:

A resolution extending existing plumbing and HVAC licenses handled by the Building Inspections Department until June 30. The existing licenses are set to expire Jan. 1, but the city is not renewing them because the state will be taking over licensing six months later.

The measure failed last week because it was tied to permit fee increases. Those fee hikes are not involved in Monday's proposal.

Public hearings and bid openings for three John Deere four-wheel drive utility tractors and a sweeper for Leisure Services and a single-axle dump truck for the city's vehicle fleet.

The meeting is scheduled for 5:30 p.m. Monday in the council chambers on the second floor of City Hall. Committee meetings include: Building and Grounds, 4:45 p.m.; Public Safety, 4:50 p.m.; Human Resources, 4:55 p.m.; and Finance, 5 p.m.
