CEDAR FALLS -- A grant to reimburse the Sturgis Falls celebration is up for a City Council vote Monday.

The annual festival lost money with a scaled-back version for 2008. Most of the parks that host events along the Cedar River were heavily damaged by June's high water.

The Tourism & Visitors Bureau board has recommended $49,632.14 be awarded using reserve funds from hotel/motel tax revenues. The reserve fund's remaining balance would be about $250,000.

Per request from the council in June, the Tourism & Visitors board developed an application process for the emergency program, known as the 2008 Presidential Disaster Declaration Grant. Tourism-related events, attractions or facilities that suffered losses due to disaster could apply for financial assistance.

In a memo to the mayor and City Council, Tourism & Visitors Bureau manager Kim Burger said only one application was submitted. A request for the Cedar Basin Dixieland Jazz festival was anticipated, but that festival's board eliminated its losses.

"We believe the (Sturgis Falls) celebration merits our assistance due to the number of visitors it draws to our city, the betterment projects the organization contributes to during successful years and the community pride the event instills in our citizens," Burger wrote.

The City Council will meet at 7 p.m. at City Hall, Second and Clay streets.

In other business, two subcommittee meetings in the mayor's conference room will precede the regular council session.

At 5:50 p.m., the public works committee will discuss a pavement management program for 2009 to 2013. Engineering staff will present proposed street improvements and explain project priorities. Members also will talk about concerns relating to bus stop benches.

The community relations and planning committee will meet at 6:10 p.m. to review flood recovery implementation strategies, including each project's status or estimated timeline.

That plan is on the council's agenda for adoption Monday.
