Operation Threshold to get gaming funds for new building

WATERLOO - The Black Hawk County Gaming Association on Monday pledged $850,000 over the next year for a new home for Operation Threshold.

Each quarter, the board distributes 5.75 percent of the Isle Casino and Hotel at Waterloo adjusted gross receipts to capital projects, nonprofit organizations and charities. Board members pledged $50,000 for this fiscal quarter and $200,000 in each of the four quarters next year.

Operation Threshold is a nonprofit agency that serves low- to moderate-income families with housing needs. The agency requested the funding for a new building after being displaced by flooding in June last year.

Some board members hesitated, saying the request may not be based on accurate cost estimates.

Board member Sharon Juon said the agency needed to know what local funding commitments it had before it could move forward with building plans.

"If some signal of commitment can be made it would help," said Waterloo Mayor Tim Hurley, who was appointed to the BHCGA in June.

Rick Lubben proposed funding $50,000 for this quarter.

"That would get the ball rolling," he said.

Waterloo East High School was the biggest winner of one-time grants for the quarter with a $100,000 grant toward construction of an indoor athletic training facility.

All but two of 13 submissions were granted either all or a portion of the funds they requested. A total of $531,000 was committed to other ongoing projects including Black Hawk County E911, Riverfront Stadium, and Mark's Park in downtown Waterloo.

Other project that received funding:

$7,012 to renovate the bathrooms at the Boys and Girls Club in Waterloo.

$8,200 for a new engine for a truck for Aredale Fire Association.

$50,000 toward a new truck for the Clarksville Fire Department.

$50,000 for Main Street Waterloo ongoing streetscape improvements.

$50,000 toward a new pumper truck for Janesville Fire and Rescue.

$3,400 to the New Hartford Fire Department.

$10,000 to the city of Stout.

$27,120 to the Denver Fire Department for personal protection equipment.

$10,000 to the city of Waterloo Police Department children's reading program.
