DYERSVILLE, Iowa (AP) - The City Council here may put the domino effect of sex offender ordinances on a new level.
City officials of this northeastern Iowa city are considering implementing an ordinance that would ban sex offenders from living anywhere within city limits.
In previous months, several cities and counties across Iowa have expanded on a state law that prohibits offenders from living near public places where children congregate.
But few cities - if any - have gone this far.
"It is about as restrictive as it can get," said Mayor Jim Heavens at a council meeting Monday night.
The council tabled the proposal to allow time for public feedback.
The proposal was submitted by Police Chief Martin Botts at the request of the city's Public Safety Committee.
The proposed ordinance mirrors many of the others passed throughout the state since the adoption of the state law in 2002. The Iowa law bans registered sex offenders from living within 2,000 feet of a school or day care.
Other cities have essentially banned offenders from living within their limits by applying the 2,000-foot barrier to enough public places to make the entire city off limits.
However, Dyersville's proposed ordinance is more explicit, stating that sex offenders "shall not reside within the corporate city limits of Dyersville."
Heavens said the proposal is similar to the state law but not redundant.
"I think it never hurts to overlap a little bit," he said.
While Heavens said there is support for the proposal, County Attorney Fred McCaw and Sheriff Ken Runde have long been outspoken against the restrictions. They said the state law is difficult to enforce and the flurry of local ordinances has made the state virtually off-limits to sex offenders.
Under the state restrictions, Dyersville is 70 percent covered against sex offenders, and there are no registered offenders living in the city, Botts said.
