Measure: Uninsured homes in flood plain not eligible for aid

DES MOINES - Individuals living in flood plains after July 1, 2010, who do not have flood insurance would not be eligible for state recovery assistance under legislation that received initial approval today by an Iowa Senate panel.

The measure also would require new construction receiving government assistance or special tax treatment to incorporate storm wastewater management standards. Another provision would require communities to participate in the national flood insurance program within 12 months of new maps being developed.

"This is a tough measure, we know," said Sen. Rob Hogg, D-Cedar Rapids, chair of the Senate Rebuild Iowa Committee. "We really do have to change the way people think about life in the flood plain."

The panel approved Senate Study Bill 1194 on an 8-5 vote, with five Republican members opposing the measure.
