WATERLOO - Federal charges have been filed against a man who was filmed grabbing a sawed-off shotgun from a car during a traffic stop in May 2008.
A federal grand jury returned an indictment against Donarius Quinez Kincaid, 23, for being a felon in possession of a firearm and possession of a short-barreled shotgun in U.S. District Court in Cedar Rapids on Wednesday.
Kincaid is barred from possessing guns because of convictions for possession of simulated crack cocaine with intent to deliver and ongoing criminal conduct in 2006, according to court records.
On May 21, Waterloo police spotted a Chevrolet Cavalier with a missing license plate and pulled it over at Allen Hospital.
The driver jumped out of the car and ran off, leading the officer on a foot chase.
Kincaid, who was a passenger, got out, opened the Cavalier's truck and pulled out an Iver Johnson Arms 12-gauge shotgun, according to the police report. He tossed it into a grassy area and was detained when he walked into the hospital lobby.
Police didn't know about the shotgun until later when they looked at video from the squad car's dashboard camera.
Kincaid was originally charged with possession of an offensive weapon and felon in possession of a firearm in state court.
